![]() Jancourtz or anyone else has more than three minutes worth of new, constructive comments or questions, she and anyone else would be welcome to speak as many times as they wish until the question is moved. If they find their comments or concerns are not expressed by others, they are welcome to line up again for another opportunity to speak. If a speaker has several points and runs out of time, I will ask that they finish their point and allow others to speak. Soft music will begin when the speaker has approximately 30 seconds to alert them to conclude their remarks. Others who wish to speak will be expected to limit their remarks to three minutes. In fact, a motion could even be made from the floor to follow certain meeting rules that differ from hers.įor the benefit of those who have not experienced or heard of my proposals, I will summarize them here:įirst, article proposers have been asked to limit their presentations to eight minutes. Town meeting members will also have the opportunity to accept or reject her proposals for the proceedings, as they will for each meeting until codified in the bylaws. Jancourtz is elected on May 7, she will not preside until the following meeting, whether it is a special town meeting in the fall of 2011 or the annual in May 2012. As such, until codified in the bylaws, I will be requesting approval by Town Meeting members of my proposed rules on May 9 and in subsequent meetings. In any event, since the bylaws are silent on specific procedures, the voters at town meeting have the right and authority to determine the process. That said, I view the annual Town Meeting as a continuation of the test, given the much smaller scale of the first experiment. The efficacy of the test and the experiences of other town meetings in other towns informed my decision to propose the procedures at the forthcoming annual Town Meeting. When I first proposed these procedures preceding the November 2010 special Town Meeting, I clearly indicated that they would be a test. Jancourtz also feels that I am “imposing” these changes and abrogating civil rights. There are no “regulations” until codified in the town’s bylaws rules applied to specific town meetings must be approved by its members. Jancourtz and other moderators may use other rules and processes to achieve the same objectives. While I believe my proposed rules achieve these objectives, Ms.
